In my experience it is not about the price but about the gesture. Presenting nice flowers, wehter it is for valentinsday or for a birthday or just for a date, always helps. On the other hand, quality has its price – you want to give flowes that last for at least a week.
it is not always better (or necessary) to bring the flowers by yourself (as stated in the comment above). By choosing a good and well respected delivery service you can also leaving a good impression.
